Ken Yohe brings more than two decades of law enforcement and investigative experience to every case he handles. Ken began his law enforcement career with the Multnomah County Sheriff’s Office in 1998 and served with distinction for 22 years, retiring in 2020. Over the course of his career, he worked in a wide range of assignments, ultimately spending the final 10 years as a Detective. During that time, he developed expertise in complex criminal investigations, surveillance operations, inter-agency collaboration, and advanced witness testimony — accumulating thousands of hours of specialized training along the way. He worked closely with virtually every law enforcement agency in the Portland Metro area, building professional relationships and investigative instincts that only come from years of real-world experience.
As a Detective, Ken was assigned to the East County Major Crimes Team — a multi-agency unit comprised of the Multnomah County Sheriff’s Office, Gresham Police Department, Oregon State Police, and a Senior Deputy District Attorney from the Multnomah County DA’s Office. The team was responsible for investigating homicides, serious assaults, and other high-profile crimes throughout the region. Ken served as the lead investigator on the Kyron Horman missing person case from 2016 to 2019, co-lead investigator on the Reynolds High School shooting, and co-lead on two separate officer-involved shooting investigations. He also assisted with numerous homicide investigations between 2010 and 2019 and served as the Cold Case Homicide Detective liaison with the cold case unit from 2015 to 2019.
In 2020, Ken founded JTF Investigative Services, channeling his law enforcement expertise into providing outstanding private investigative services. What began as a one-person operation has grown steadily over the past six years into a team of experienced investigators. JTF now operates across multiple states starting in the Pacific Northwest and expanding based on clients’ needs with the ability to work nationwide. The JTF team has completed hundreds of surveillance operations and thousands of recorded statements on behalf of clients ranging from private individuals and businesses to attorneys and insurance professionals.

Ken Whattam
Ken retired as the most tenured member of the Portland Police Bureau’s Detective Division, capping a 30-year career that spanned fraud and white-collar crime, elder crimes, sexual assault, missing persons, kidnapping, assault, and homicide. He managed hundreds of complex cases as both a detective and a detective supervisor, including more than 500 death investigations, with a clearance rate 35% above the national average.

Sean Mallory has brought over 27 years of law enforcement experience to JTF Investigative Services LLC. After retiring as a Sergeant in 2019, Sean transitioned into the private sector and has spent the past four years building a reputation as a skilled and trusted private investigator.

Over his career in law enforcement, Sean served in a wide range of specialized roles — including Detectives, the Fugitive Task Force assigned to the US Marshals, Internal Affairs, and the State HAZMAT Team, among others. Following his retirement, he served as a certified Law Enforcement Officer with the Cowlitz Tribe as a Public Safety Officer, where he also completed the Federal Academy on Policing on American Indian Reservations. That depth of real-world experience is what he brings to every case he takes on today.
Since stepping into private investigations, Sean has developed hands-on expertise across a broad range of case types, including surveillance, workplace investigations, hostile-termination cases, stalking, and missing-person cases. Gary Muncy
Gary Muncy joins JTF investigations after an extensive career in Law Enforcement as well as Uniformed Security Services. Gary served 32 years with the Multnomah County Sheriff’s Office retiring as a Sergeant in the Detective Unit. After retirement, he Managed a business unit, which provided uniformed security to both public and private sector entities. He possesses an excellent grasp of investigations and the management of a business unit.

Manny Hernandez
Manuel “Manny” Hernandez is a licensed private investigator with JTF Investigative Services, leveraging his extensive law enforcement experience and fluency in Spanish to serve clients effectively. Manny joined JTF Investigative Services after retiring from a distinguished 27-year career with the Gresham Police Department.

During his law enforcement career, Manny held a variety of roles, including patrol officer, DUII enforcement as a Drug Recognition Expert (DRE), gang enforcement, undercover narcotics operations, and detective work focused on person crimes. As a detective, he investigated a wide array of cases, such as property crimes, fraud, child abuse, and serious offenses including homicides, rapes, and assaults.
Manny also served as a lead detective on the Multnomah County Major Crimes Team, where he led or co-led investigations into critical incidents and conducted internal affairs inquiries. His Spanish language skills proved invaluable in assisting major investigations across the Portland metro area and neighboring jurisdictions. Additionally, he contributed to officer training as a certified defensive tactics and Police Vehicle Operations instructor.
Promoted to Sergeant, Manny supervised patrol officers and managed the Police Vehicle Operations unit and the department’s Cadet unit. He later transitioned back to investigations as a Detective Sergeant, overseeing the Persons Crimes division and coordinating the East County Major Crimes Team for over a decade. In this capacity, he collaborated with partner agencies and the District Attorney’s office to solve serious crimes in East Multnomah County.
Manny holds a bachelor’s degree in criminal justice/law enforcement studies, with a minor in Spanish from Western Oregon University. A devoted family man, Manny is proud to share his life with his beautiful wife and three daughters.

Michele Hughes
Michele joins the JTF Investigative Services family after a 25 year career in law enforcement. She brings a wealth of knowledge and her ability to handle complex cases with integrity and professionalism make her a great addition. During her time with the Portland Police Bureau she worked Patrol, Gang Enforcement, Metro Gang Task Force, and School Police. After promoting to sergeant she supervised Patrol and spent a decade as a Detective Supervisor focusing on person crimes.

Michele routinely briefed the Mayor and Chiefs office and worked directly with the District Attorney’s office as well as the Medical Examiners office. Paul Dolbey
Paul joins the JTF Investigative Services family after a 24-year career in law enforcement and 10 years with the United States Air Force.
With his combined 34-years of law enforcement knowledge, Paul brings investigative experience specializing in complex criminal investigations, internal affairs investigations, officer-involved incidents, and professional background investigations.

During his 16-years as a Portland Police Bureau (PPB) Detective, Paul conducted investigations involving homicide, assault, sexual assault, and allegations of misconduct involving sworn and non-sworn personnel. His work required the careful examination of evidence, detailed witness interviews, and the preparation of comprehensive investigative reports relied upon by command staff and municipal leadership.
Paul has authored thousands of pages of investigative reports and warrants and has also testified in federal, county, and civil court proceedings. Paul served as the lead Bias Crimes Investigator for the PPB and regularly briefed executive leadership and city officials on sensitive investigative matters, including use-of-force incidents.
In addition to investigative work, Paul served as Lead Defensive Tactics Instructor, for the PPB, training more than 200 officers in use-of-force policy, defensive tactics, patrol tactics, and firearms tactics. He was also selected for the position of Public Affairs Officer for the PPB and is well versed in public speaking and press relations.
Paul earned his BS Degree in Criminal Justice and now provides independent investigative services, internal investigations, and professional background investigations for JTF Investigative Services.
